Agreement that Iran will never have a nuclear material capability sufficient for a nuclear bomb = zero stockpiling agreement which would prevent manufacturing of a nuclear with stockpiling being held in locations outside of Iran with verification.

After years of diplomatic discussion with the same regime with no resolution to the issue, then pleading for 90 days more and three years to comply, a new regime may be the final solution.
The minister interjected his beliefs and opinions into the dialogue which have no bearing on the enforcement of an agreement. Diplomats come and go as needed by a regime.
