Who knows those things? 
Maybe the text was written with white ink,on white background so it can be seen only if one knows how that is under special circumstances and conditions? Or maybe it was simply redacted with white corrector with intention not to be seen at all?Or simply one thought that it was enough to just have a title, without further content, which would also be correct.It’s a mystery.But what do I know. Maybe I’m wrong on all points. Maybe it’s something tenth in the order of things.
