Lets not pretend western made AI models produced by Anthropic and similar ilk would not make “filth” stuff and have guardrails! It just means “not” everybody can produce the filth stuff. The only aim is to come to forbidding open AI systems from their socalled adversary. When did the west ever fight a war on fair rules they made up solely for the other side!
