Yes, arrest’s two meanings are employed in the plot.
Just as the FBI plots - the crime it solves.
With programming AI to finger tailor made suspects.
The FBI then can infiltrated, engender evidence, and save the preplanned FBI crime.

It’s interesting to ponder a bit of Philip K Richard once in a while…
Some stuff still flies over my head, but maybe he will make more sense the more we carry on this reality?
I can’t think who is his contemporary in this field who is still alive. Others might have some good prospects.
