This phenomenon is called epicormic growth or suckering. This is not unusual. The top of the tree died, but the roots may still have a little energy left in them so they send out some shoots. Unfortunately, the new growth is not a good replacement for the dead tree.

A hint for a trial, or an experiment if you want, that this day is important and special:

Take any branch from any plant, cut it at one end diagonally. Stick that part directly into the ground, tomorrow on that day but in the morning.
It can be a branch from a tree, from a flower, from a vine, etc. You can plant it, i.e. stick it in any kind of soil, it doesn’t matter, it will always catch and come to life,again.
But only if you do it on this day, tomorrow, November eighth,before noon. :smirk:
