As most of the time; I post as I Read
Just at, “As one can see…”; after watching brief video.

I immediately thought of the Ball Lightning Plasmas as an intelligence communicating to other plasmas, from…?
As in recent Oumuamua; 2I Borisov, and now; 3I ATLAS.
Receiving intelligence from Solar System plasmas?
Plasmas on other planets; are likewise communication information: about planets, the Sun, and other solar system wide phenomena.

Regardless of the specific video; in general, these plasma ball lightnings do exist, and are intelligent.
Also they form these crop circles.
Not all, but a few.

They’re communicating, but not with “Man”.
Now, there may be; at an extremely “deep” level of man’s mind[all dimensions], some form of communication[rewiring?] taking place.
But in general, these crop circles are communicating with “other pplasmas”.

I do like your idea of terrestrial experimentaion.
I fits, the overall signature of “experimentation” that permeats throughout, all the so-called “sciences”.

The “teenager” of ball lightning, was a gem!
Love it, when an idea comes along that is “fresh” off the drawing board!

3I/ATLAS has begun interacting with our sun. I think the conversation goes something like this:

Hey, you, out there in the cold
Getting lonely, getting old

The name Patti Greer comes to mind when speaking of Crop Circles. She, too, captured these balls communicating with each other! Interesting! :face_with_monocle:
