That’s pretty much the business model for any private/state “partnership”. The interests of the private enterprise supersedes the state’s interest, except those on the local Economic Development Committee which is normally comprised of local politicians and business managers/owners.
Here in Texas there’s a raging controversy over school vouchers for private schools that’s offered up as “choice for parents” deciding who gets to indoctrinate the students. For students already in private schools, the controversy is vouchers are subsidies for those not in need and draining resources away from public schools, which is bull, parents have to still pay school district taxes. The vouchers are:

Quite a savings for those parents also paying public school taxes for schools they are not using to educate their children.
