Found this, Unspecified Minor Military Construction Authority contract
Twitters are calling it Unspecified Minor Military Construction Army. Don’t know what to believe except these open borderS are no good.
It appears that UMMC A(Army) aka MILCON, is any 'minor military project with threshold of $30M.
The USN has their version also.
It can be any military project in that price range.
In 2009, the threshold was $6M and some 2023 paperwork still says $6M. Hmm.
Note the construction of housing units, barracks, labs, etc. Anything DOD.

It is all about construction. Question is, what are they constructing?
My guess is continent-wide transportation; not like what we have now. Likely the reason they’re not repairing many of the roads and bridges, esp. rural locations.
