Why not? If “rulers” have the ambition to change history on this little planet, why not on grand cosmic scale! There must be intelligences out there that want that too. Maybe its a combined effort already by on and off planet intelligences + us monkeys. It would fit an re-activation of that old cosmic war. Byproduct of humans breaking the cosmic Treaty of Versailles? When us humans stir the pot, trouble is around the corner!
