Looks like the start of a Twilight Zone episode.
It’s either dystopian control gone mad?
Or, the Chinese leadership really believes there’s been a biological attack.
Could be a combination, but for me; this is all about absolute control, for absolute power.
This also has shades of political infighting, trying to destroy the economy and more; then pin the crime on the other political faction. A sort of domestic false flag op?
Many complex possibilities; the result of what happens when “they” begin to weave a web of deceit.

Maybe a bit more nuanced perspective is needed.
I think China and Russia as countries are not saints and need to be scrutinized but I am tired of the projection of how the USA + EU + City of London coerce the world to dance to their tune is simply projected onto Russia and China.
