Hypothesis:
They have to clear the streets in order to prepare for clean-up and demolishing ‘those old, structurally unsound buildings that aren’t occupied’. NABRI full steam ahead.
I’ve been hoping to find something that would explain why I believe NA BRI is in progress, and many explanations were mostly pieces of the whole. The young man who made the video below has a great explanation and I urge you to watch it in it’s ~30 minute entirety.
To further give you a sense of it’s legality, please take a look at the table of contents of the USMCA document, Chapter 22 (link below video), then, go to the actual chapter 22 page and look at the chapter title.
