Where I live public sector pensions and public sector salaries are both paid out of the current account, so the government can top and tail as it pleases. But the other pensions fund based on compulsory social insurance contributions and the voluntary contribution private pension funds (most employees have both). The latter two are legally ringfenced at the minute notwithstanding that UVDL is eying up the latter presently. What rights do local governments there in USA have, to mess with the non-public sector pension funds?
